Cisa concluded its role as advisor, which saw it play a leading role in the development of SEM: the first Italian experimental project to make the concept of I.T.I. (integrated territorial investments) its own, created with the aim of supporting the evolution and development of the territory, by networking municipalities and providing infrastructures and services according to how social, economic, and cultural dynamics will evolve over the next decade.
Specifically, SEM unites the 14 municipalities one of the 7 homogeneous zones identified by the Metropolitan City of Milan: South East Milan.
The territorial vision emerging from the project developed and coordinated by Cisa allows them to:
- Pursuing an identity for a territory that is currently undervalued and undervalued.
- have a critical mass for infrastructure investments to perhaps sustainable economic development that can be attractive to private companies.
- share the strategic and operational vision with the Metropolitan City itself.
- easier access to public resources (regional, national, and European calls for tenders) and to channel the much sought-after public-private partnerships (PPPs).
- provide a more efficient service to citizens.
The entire feasibility process, which began in March 2019, has seen Cisa assist the municipalities of the homogeneous zone throughout its process, which was concluded on Friday 18 September at the first SEM Mayors’ Meeting, held in the Council Chamber of San Giuliano Milanese.
During this year and a half, Cisa has devoted itself to raising the awareness of the 14 municipalities and involving them in the project, collecting all the projects, which were then grouped into 6 themes defined as “corridors” which were then entered into a matrix. At the same time, Cisa, as SEM, is an experimental project, worked on drawing up the entire procedure in accordance with the principles of transparency, correctness and sharing, as well as legislation, and finally assisted some of the administrations in activating the most urgent projects.
Some numbers of the CISA commitment in the feasibility phase:
- more than 120 meetings with administrations.
- more than 2,000 working hours;
- 129 projects divided into 6 ‘corridors’: mobility, water, energy efficiency, spatial development, quality of life and digitalisation.
- 18 projects started or in the process of being started: almost 20 million euro of investment; 60% of which derived from public-private partnership (PPP) resources.
The second phase will see the representative bodies of the SEM project engaged in defining the territorial programme agreement that could make the projects eligible with an overall estimated investment of more than 700 million euros over 8 years. Thanks to the political will of the 14 administrations, which went well beyond political colour and the time constraints of the mandate, CISA was able to contribute to the realisation of an innovative and experimental project, sharing medium-long term projects and visions, with the aim of guaranteeing all citizens a territory that respects the principles of sustainability, innovation, cohesion, and contamination.
