Italy ranks fifth to last in the European Commission’s index of the digitalisation of the economy and society (DESI 2019), the most digital region being Lombardy, but this is not enough. This is a two-speed evolution: on the one hand, there are the municipalities (medium-sized and large) that can manage the innovation process in a more structured way and thus increasingly digitalise their services; on the other hand, there are the municipalities, mostly small ones, that are struggling to keep up with even the simplest regulatory obligations. The territory MUST necessarily move towards a wide-ranging, organic, and organised digitalisation; we cannot run the risk, as often happens in Italy, of putting in place patches without resolving the situation, it is time to act in the strongest and clearest way possible. An IT revolution that SEM can govern and encourage, starting with the equipment of the PA.
CONNECTIVITY
Connectivity in schools today is of central importance and will increasingly be indispensable to cope with the new safety regulations for the current health emergency. It is inevitable that remote lessons will still be a necessary tool, so it is MANDATORY that every establishment is ready, within its own structure and providing the tools to teachers and students.
HARDWARE AND SOFTWARE
Public operators often must work with old and obsolete tools, perhaps not a problem for large municipalities but a plague for small ones. With work becoming increasingly smart and mobile.
DIGITAL SERVICES FOR CITIZENS
Citizens should be able to get most information and documents directly from their homes without having to go out. A modern, easily usable telematic counter would be very useful.
TELEMEDICINE/DIGITAL HEALTH
A revolution is needed in healthcare, redesigning the network of territorial services, enhancing the role of general practitioners, and introducing tele-assistance and telemedicine tools.
