The Local Action Group (LAG) ELIMOS s.c.a.r.l. is a public-private company whose purpose is to plan and implement the interventions
provided for in Measure 19 Leader of the 2014-2022 Rural Development Plan of the Region of Sicily, co-financed with regional, national and EU public funds. With 12 Municipalities involved, a territorial extension of over 1000 square kilometres and a population of approximately 160,000 inhabitants, GAL Elimos is one of the largest Local Action Groups in Sicily.
The analysis of the territory and its needs, and the definition of the development vision, including through a broad participatory process, have led to the identification of the strategic objective on which the participatory Local Development Strategy of GAL Elimos, called “Terre degli Elimi 2022”, is based.
The strategy focuses on promoting sustainable development in its three strategic components: economic, social and environmental. The focus is on employment aspects and the promotion of collaborative approaches such as business networks, social inclusion in local development processes, and the enhancement of environmental heritage, including for tourism purposes.
The interaction between thematic areas and cross-cutting actions is in line with previous programming, recognises the needs of the territory and strengthens local partnerships, working in synergy with the objectives of the Sicily Rural Development Programme (RDP) 2014-2022.
In this context, the Elimos LAG plays a strategic role in terms of the possibility of attracting additional and complementary resources to the resource planning. The ultimate objective of the Elimos LAG, with the technical support of Cisa, was to set up a territorial development plan for municipal authorities and to verify the possibility of activating the Integrated Territorial Investments (I.T.I.) instrument.
The purpose of the study carried out by Cisa was to construct an integrated interpretation and analysis of the needs of the territory as a whole, with the aim of identifying design solutions capable of providing a coordinated response to the needs of both citizens and inhabitants of the area and those of external parties, in order to improve the quality of life of the former and the quality of the experience of the latter.
